Background of Serena De Freitas
Serena matriculated at Durban Girls College, studied Business Science at UCT, continued her studies at University of Natal and obtained her Bachelor of Social Science Degree, majoring in Industrial Psychology and Constitutional Law. She worked for Realty 1 as an Estate Agent whilst completing her studies and then at Moores Rowland Accountants & Auditors (now Mazars) in the property management division. Her great interest and experience in property management enabled her to join Harold Levin as co-Director of Harlev Property Management (Pty) Ltd in the year 2000. Furthermore, the agency for NBS Corporate Saver was then taken over by Harlev Financial Services (Pty) Ltd and in 2000, Serena became co-Director to run that division as well, now known as Nedbank Corporate Saver. Being intermediaries for Nedbank Corporate Saver and Investec CCM, under the name of Harlev Financial Services (Pty) Ltd, meant that registration with the FSB and the EAAB was mandatory to enable the firm to hold not only levy funds, rental income and rental deposits, but also “reserve fund” accounts for community schemes (even if self-managed), as well as cash for juristic entities and individuals. Serena is currently the sole Director and is responsible for managing a total client base with funds of over R35 million.
Serena also completed the Financial Services Board FAIS Regulatory Exams for Key Individuals (RE1) and Representatives (RE5). She developed the company’s Risk Management & Compliance Programme which focuses on a risk-based approach when conducting business. Policies and procedures also focus on anti-money laundering, avoiding conflict of interest, limiting risk, treating customers fairly, and ensuring ethical behaviour as a financial services provider. Her role also entails registration with FIC, submission of annual Compliance reports to the FSB and ensuring compliance and training with regards to more recent legislation such as FATCA and CRS.
Her passion and enthusiasm for self-improvement and learning resulted in her continuing to study various courses and she achieved her Diploma in Pastel Accounting, Bookkeeping, Human Resources, Payroll Administration, as well as achieving Distinctions in UCT Practical Labour Law and Advanced Sectional Title & Share Block Management (CSM), as well as the Paddocks Bridging Course on the Sectional Titles Schemes Management Act. Serena is also a registered Debt Collector and her core business and passion is Property Management which includes attending numerous training sessions and seminars which focus on the new STSMA and CSOS Act. Harlev Property Management currently manages less than 35 buildings (mainly but not limited to Musgrave, Berea, Glenwood, Morningside and Durban North), including 3 (three) full title blocks with mixed use Residential flats and Commercial offices, which all involve negotiating lease agreements, rent collections, recoveries and maintenance.
The Director, Serena De Freitas, is also a member of the NAMA KZN Committee and being owner-managed, this role significantly benefits all the community schemes managed by Harlev Property Management (Pty) Ltd. A focus on personal service, efficiency, professionalism, a commitment to being owner-managed and hands-on has resulted in steady growth, without compromising service levels! It is this focus, work ethic and integrity that sets Harlev apart from its competitors.
Note from Serena: We have taken on the management of some beautiful new buildings and would like to thank our new and existing clients for recommending Harlev Property Management (Pty) Ltd. All our business is based on word of mouth and we have chosen to be selective about the buildings we manage as we have always believed in quality over quantity. We pride ourselves on being pro-active in advising and guiding Trustees to ensure that they are compliant with various legislation, especially the Sectional Titles Schemes Management Act, Community Schemes Ombud Service Act and their Regulations. Trustees are often unaware of their obligations and importance of the BCEA, OHS, disclaimer signage, contracts and mandatory agreements to limit liability, fidelity and building Insurance, reserve fund minimum, 10-year maintenance plans, Trustees’ resolutions, their fiduciary duties, not to mention the changes to meeting agendas, quorum and voting rights! Compliance and Debt Collection are our strong-points.
I am honoured to have been elected again in 2019 to serve on the National Association of Managing Agents (NAMA) KZN Committee. Being on the committee since 2013 has proved to be extremely rewarding and an immense source of knowledge of the industry, which in turn has proved to be of great value and very beneficial to the community schemes managed by Harlev Property Management (Pty) Ltd.
